Nestled along the Southern California coastline, somewhere between Los Angeles and San Diego, sits the self-governing city of Blackbarrow. Home to approximately 1.5 million residents, Blackbarrow has undergone a remarkable transformation beneath the administration of Governor Henry Dawson. Once notorious for its criminal enterprises and political unrest, the city has since become something of a metropolitan success story— welcoming wealthy investors, ambitious entrepreneurs, and newcomers hoping to make something of themselves. However, beneath its carefully maintained reputation, Blackbarrow remains a city divided. Its three sectors separate residents by wealth and social standing, while the opportunities afforded to some remain little more than distant promises to others.

For all its supposed progress, Blackbarrow has never quite escaped its past. Criminal organizations continue to operate within the city’s neglected districts, while those occupying its highest offices are not always as respectable as their titles might suggest. Money has a remarkable way of opening doors here, and the right connections can make even the most inconvenient problems disappear. Still, life goes on. Businesses open their doors each morning, families make their runs to school and work— and ordinary people continue building lives amid circumstances they cannot always control.

Whether you’re looking to establish an empire, uncover the city’s secrets, or simply find somewhere to belong— there’s a place for you in Blackbarrow.
